Professor powell is a nationally recognized authority in the areas of civil rights, civil liberties and issues relating to race, poverty and the law. Prior to joining the faculty in 2002, Professor powell was the Earl R. Larson Chair of Civil rights and Civil Liberties at the University of Minnesota and was Executive director of the institute on Race and Poverty. He has taught at Columbia University School of Law, Harvard Law School, University of Miami School of Law, American University and the University of San Francisco School of Law.  Professor powell teaches civil rights, poverty law, jurisprudence.  powell will address racial implications of regional development patterns - equity in transportation, housing and community and economic development.
