2005 Accomplishments

"Framing the agenda and staking out a seat at the policy making table"

 

Sustainable Pittsburgh continues to operate from its niche role of accelerating sustainable development for Southwestern Pennsylvania through policy and practices by government and business.  Key goals:

·         Strengthen existing communities, reduce sprawl, and close the disparities gap through Fix-It-First and advocating for policies and actions that support Equitable Development.

·         Integrate Smart land use planning with targeted investments for infrastructure, economic development and transportation for livable communities.

·         Encourage civic engagement of diverse citizenry in local planning and regional vision.

 

Smart Land Use & Regional Planning

·         Held 5th annual Smart Growth Conference in partnership with Institute of Politics , The Pittsburgh Foundation and Southwestern Pennsylvania Commission on intersection of economic development, social equity and land use planning as keynoted by John Norquist, Congress for the New Urbanism with a panel featuring state cabinet secretaries.  The conference also kicked-off the public input process to SPC's updating of the region's Long Range Transportation and Development Plan with the near 300 attendees engaged in interactive 'voting'.  WQED OnQ televised conference highlights and WDUQ will present keynote as SP Champions of Sustainability broadcast.

·         Regional Policy Guidance Document developed with partners as a comprehensive set of best practices and policies to focus investments on the region's existing communities as Fix-It-First strategy to revitalize the region's economy.  The policies continue to be advocated to planning processes at the state, county, and regional levels.

·         Planning Technical Assistance Project continued with partners as a valued pro bono service to municipalities around the region aiding multi-municipal land use planning and zoning for sustainable development.  Highlights include:

- Conducted workshops and technical assistance to: N. Central Beaver County Multi-Municipal Comprehensive Plan (4 communities); N. Butler County Multi-Municipal Plan (5 communities); and four communities exploring joint planning in Westmoreland County .

- Provided additional technical review around the region on transportation and land use planning including: Allegheny County , Aliquippa, Blairsville, Centerville , Chartiers, Cranberry, Hopwood, Irwin, McCandless, McKees Rocks, Monroeville, Mt. Lebanon , Pittsburgh , Unity, Vandergrift , Washington County, and more.

- Convened developers/municipal planners leaders to plan a series of forums for private developers and public planners to share perspectives and identify barriers and solutions for sustainable development.

·         Regional Visioning Public Participation - SP released this inventory of best practice in regional planning/visioning around the nation to inform the region's public engagement.

·         Green Streets partnership with Vandergrift resulted in the municipality formally adopting sustainability principles to guide the city's redevelopment strategy as featured in the Pittsburgh Post-Gazette.

·         Hosted five Smart Growth Forums featuring speakers who presented innovations for advancing sustainability.

·         Partnered to host mini-conference to plan 2006 Coming Together to Revitalize Our Communities regional forums.

 

Regional Equitable Development

·         Presented 2nd Regional Equitable Development Summit in partnership with the Johnson Institute at the University of Pittsburgh to release, Shared Prosperity, Stronger Regions: An Agenda for Rebuilding America's Older Core Cities developed (with SP partnering) by PolicyLink, a national organization.

·         Represented smart growth interests on Equity and Diversity committee of Allegheny County Land Use Plan.

 

Transportation for Livable Communities (TLC)

 

·         Continued TLC partnership with the national Surface Transportation Policy Project to advance regional transportation reform and develop statewide transportation reform effort.

·         Continued efforts on behalf of PA Alliance of Public Transportation Advocates (PAPTA) with local and statewide partners to call for a permanent and reliable funding source for public transportation including a letter writing campaign, letters to the editor, and meetings with legislators and the Governor's office.

·         Hosted a policy forum to provide updates on reauthorization of the federal transportation bill (TEA-21), status of the region's Transportation Improvement Program, public transportation funding crisis.

·         Prepared testimony and participated in public meetings around the region for development and review of the region's Transportation Improvement Program.  Provided assistance to Allegheny County Access to Work Task Force and other community groups in development of testimony and to identify resources to finance projects.  

·         Aided coordination among Three Rivers Workforce Investment Board, and Local Government Academy to implement workforce development workshops with local government participants. 

·         Participated in presentation to state department staffs on the implementation and review of the Transit Revitalization Investment District (TRID) guidelines

·         Completed Sustainability Assessment for the US 22 to I-79 segment of the Southern Beltway and continued coordination efforts to prepare proposal for I-79 to Mon-Fayette Expressway segment. Developed proposed project to provide technical planning and development assistance to communities along Mon-Fayette Expressway

 

 

Sustainable Business Solutions

 

·         Engaged a major Mall to conduct a Sustainability Assessment.  Assembled evaluation team: stormwater, energy, habitat, systems engineering, sustainability training, transportation, communications, green purchasing, solar & wind power, green building, waste & recycling opportunities - niche is sustainability framework for systems integration.

 

 

Amenities & Lifestyle Team

 

·         Collaborated with Venture Outdoors, 501(c)(3)², R.K. Mellon Foundation and Carnegie Mellon University to launch the CMU Outdoor Recreation Program.

·         Facilitated partnerships to raise funds to implement: VO Outdoor Recreation Festival; Youth Outdoor Recreation Partnership among City High Charter School , Student Conservation Association, Venture Outdoors, and Three Rivers Rowing Association; and City Bicycle Lanes project by BikePittsburgh.

·         Facilitated partnership to roll out annual Great Outdoors Week and Bike To Work Week campaigns.

·         Assisted Port Authority of Allegheny County to further develop and promote Rack n' Roll bike racks on buses.

·         Presented a workshop on SP's publication, Planning an Outdoor Recreation Festival with LGA.

·         Placed Experience Pittsburgh Outdoors video on Comcast On Demand and Pittsburgh Post-Gazette website.

 

Education, Communications, and Policy

·         Assisted in development of Civic Design Coalition benchmarking visit to Chattanooga and participated in Allegheny Conference on Community Development economic benchmarking visit to Boston .

·         Co-hosted conferences: PA Downtown Center 's Annual Main Street Conference; Places & Spaces Young Preservationists Association Conference

·         Conducted 2-day SP strategic planning retreat with SP Board, staff, and funders.

·         Advised WQED OnQ Back To Prosperity series.

·         Continued dissemination of 2004 update of SP's SWPA Regional Sustainability Indicators Report.

·         Offered policy testimony: Eminent Domain, Tax Increment Financing; suburban housing density; Fair Representation

·         Made available 33 SP Champions of Sustainability keynote presentations as audio on the SP website.

·         Received 29 media coverages of SP policy work including articles, radio, television features and interviews.

·         Gave 26 presentations to leadership groups at conferences, civic forums, etc.

·         SP website draws an average of 9,000 individual visits and 2,200 downloads per month.  High ranking SP publication  downloads include averages of: Indicators Report 427 downloads/month; Citizen’s Vision 339 downloads/month.
