Developed for the city by an academic and nonprofit partnership, the Community
Information System (CIS) is an easy to use web-based property information
system that connects data related to neighborhoods and individual properties.
Participants will learn how to use the over 50 key indicators in real-time
conditions on any property, related to land use, investment, vacancy, and
disinvestment collected from over 10,000 properties in the City of Pittsburgh.
CIS users can click from a map of the city to a neighborhood, then to one
property. Which ones are vacant? Which are vacant with tax liens? Which are
vacant with liens and condemned? Which have environmental citations plus
building code violations plus liens? Which are owner-occupied? And how does all
this compare with a decade ago?
Bring
your own brown bag lunch, refreshments will be provided.

Allegheny County Chief
Executive Dan Onorato called it part of an effort to turn what was steel
industry infrastructure into an improved transportation system. "These
bridges, which were just liabilities for 20 years, are now becoming the major
links between all the arteries -- universities, high-tech community,
entertainment," he said.

Some economists already predict that without a
major investment in transportation and infrastructure needs, the nation's
economic growth will be stifled...Many transportation experts are begging for a
plan that connects various modes of transportation into a network that is a
seamless web of mass transit and highways and rail and waterways that would
actually reduce the nation's "addiction to oil."

HB 459 and SB 640 have
passed both the House and the Senate and are on the Governor’s desk. Both of
these bills require counties to maintain lists of the names and last known
addresses of property tax delinquent owners so that credit reporting bureaus can
access the information. We expect to see an increase in real estate tax
collections once the delinquency shows up n credit reports. For owners who wish
to donate their properties in exchange for tax forgiveness, the bills establish
a procedure for taxing authorities to accept the donations.
SB 640 amends the
Municipal Claim and Tax Lien Law, which applies to
