Developed for the city by an academic and nonprofit partnership, the Community Information System (CIS) is an easy to use web-based property information system that connects data related to neighborhoods and individual properties. 

 

Participants will learn how to use the over 50 key indicators in real-time conditions on any property, related to land use, investment, vacancy, and disinvestment collected from over 10,000 properties in the City of Pittsburgh.

 

CIS users can click from a map of the city to a neighborhood, then to one property. Which ones are vacant? Which are vacant with tax liens? Which are vacant with liens and condemned? Which have environmental citations plus building code violations plus liens? Which are owner-occupied? And how does all this compare with a decade ago?

Building toward the May 19, 2006 Smart Growth Conference, a series of regional forums will be held to identify a focused set of broadly supported policies to revitalize the region's core communities as regional economic assets.

 

These forums are designed to do the following:

 

·         Serve as an opportunity for public input to the Southwestern Pennsylvania Commission's updating of the long range transportation and development plan "Project Region."

·         Consider community needs and identify common barriers as well as opportunities for sustainable redevelopment.

·         Build on existing efforts to provide technical assistance to develop a resource network for sustainable redevelopment.  Attending     each forum will be resource/technical assistance partners who will be ready to follow-up.

·         Review a set of currently emerging state and regional policy options and assess their match to local needs.

·         Enhance understanding of our communities’ interdependence.

·         Demonstrate that the needs of individual communities are often mutually shared across the region.

·         Grow consensus on a focused set of public policy solutions and collaborations for their implementation to renew SWPA.

The 2006 SWPA Smart Growth Conference will address strategies to revitalize the region's core communities and seek to identify a set of policy opportunities around which there is consensus for collaboration. 

 

Leading up to the conference, a series of community forums will be orchestrated around the region to identify common barriers and opportunities to redevelopment.  Common needs and policy options identified through the forums will be presented at the annual conference toward developing consensus on policies to renew Southwestern Pennsylvania .  Also considered will be ideas and next steps for coordinated technical assistance and sharing of best practices.

Fayette residents question zoning

 

More than 60 area residents attended a zoning meeting Sunday at the Brownfield Community Center .  Lower Tyrone Township Supervisor George Gillespe said the meeting would help to gather information before the township decides whether it should develop its own zoning board and ordinances or stick with Fayette County 's zoning board and ordinances.

Who's in charge? Coordinating Puget Sound transportation

 

The importance of a strong regional force in transportation was emphasized by the December 2000 report of the Blue Ribbon Commission on Transportation. That report recommended that the Legislature "provide regions with the ability to plan, select, fund and implement ... projects identified to meet the region's transportation and land-use goals ... With the principle of no new bureaucracy, however, the intention is to simplify and minimize structural redundancy rather than add new layers of government."

New book offers analysis of US surface transportation system

 

The Hudson Institute today released a book detailing the challenges of managing and financing the U.S. surface transportation system. The book, Mobility: America’s Transportation Mess and How to Fix It, is authored by Joseph M. Giglio, professor of Strategic Management at Northeastern University ’s Graduate School of Business and a noted pioneer in creative financing for transportation infrastructure needs.

Study touts toll roads to ease congestion

 

"We looked at other states to see how they are using the revenue generated by tolls," state Rep. Richard Geist, R-Altoona, said in a statement. "Tolling has been very successful in these states, and it could work in Pennsylvania to enhance transportation corridors by expanding capacity and minimizing congestion."

Proposed Bill Offers $1 Billion for Housing

 

Congress is currently considering regulatory reform for the "GSE's" (Fannie Mae and Freddie Mac) that could provide significant new funding for affordable housing. Included in the reform legislation is a provision that would mandate about 5% of the GSE's profits for homes within reach of the lowest income Americans. That could mean up to $1 billion in new funds, without a tax increase.

 

But it will only happen if the Pennsylvania delegation--our senators and representatives--support it. We need to tell our leadership, "YES. We want an affordable housing fund as part of the GSE legislation--this year." The Housing Alliance is asking for your help. Please write, email or call Senator Santorum and tell him you want him to write a letter to Senator Shelby, the Banking Committee Chair, saying he supports funds for the GSE Affordable Housing Fund.

 

Tell him that we need him to write a letter to Senator Shelby supporting the affordable housing fund in the GSE bill.

The Pennsylvania Resources Council, Inc. is seeking a highly motivated, energetic, outgoing, self-starter capable of working independently for a 40 hour/week program specialist position in its Pittsburgh regional office.  The position would involve the design and implementation of a commercial recycling campaign targeting Downtown businesses. The successful candidate must have a working knowledge of commercial recycling markets, laws, regulations and ordinances, excellent people, organizational, reporting and writing skills, be physically capable of lifting 30lbs, working both in and out-of-doors and have own reliable transportation.  Must be able to work with diverse groups, ranging from business owners/managers to recycling haulers/processors to establish sustainable commercial recycling programs for Downtown businesses.  A Bachelor’s degree in Environmental Studies, Business Management, or related program preferred, recycling/waste minimization experience a must.  Salary and benefits package commensurate with experience.  Position starts immediately.

Great opportunity / Five lakes have neighbors in the same boat

 

The need in the Great Lakes states is for job creation, particularly designed to prevent a drain of the young and talented; infrastructure -- for example, high-speed rail and cyber infrastructure; and reform of inefficient governmental and tax structures. The Great Lakes states' assets include the benign "Third Coast" -- no hurricanes or floods, a fifth of the world's fresh water, a still industrious and talented work force, a third of the Fortune 1,000 firms, producing a third of America's gross domestic product, and lots of research universities and institutions...Even though the Great Lakes Regional Economic Initiative faces serious barriers, including a political structure that divides Americans by state, the idea is still good and makes sense. Ask the question: Are the problems of people of southwestern Pennsylvania substantially different from those of southeastern Ohio or the West Virginia Panhandle? The answer is clearly no: We are in the same boat and can help each other. It is wrong to be driven to compete with each other rather than to cooperate in developing the region as a healthy whole.
