With gas prices rising I doubt I will ever purchase another car after my postive experience with Port Authority. However, there are still drawbacks. Service where I live is limited and not the best. I would like to see more service. This is why it is so important to the region. Consumers need a more stable schedule with added service to many routes and in the end it helps everybody. |

I live in the Bucks County area and I am legally blind, which means that I have to use public transportation to get to many places. Unfortunately there are 3 to 4 buses in my area that don't go to many places. I am glad to see that someone is trying to improve public transportation in Pennsylvania. It would also be nice to have more sidewalks and crossing signals to safely cross major roads to get to bus stops, which do not seem to exist in my area.

According to the 2000 Census, there are 40,000 households in the City of Pittsburgh and 80,000 households in Allegheny County which do not have an automobile. A good public transportation system is vital to ensuring that people who do not drive have access to employment, education, medical services, shopping and houses of worship. For those who do own automobiles, buses and trains offer an alternative to traveling by automobile and the aggravation of traffic, finding parking and the high cost of gasoline. An effective and extensive public transportation helps to reduce energy consumption, air pollution and traffic congestion. To maintain mobility for those who do not have automobiles and offer choices for who do have cars, the Commonwealth of Pennsylvania must establish a reliable stream of dedicated funding for public transportation.

This is important, because people with visual impairments have no other choice to rely on public transportation. If the funding is not there trains, buses, and sub ways will not be improved and service will have to be cut. This would make it harder for people with visual impairments to obtain jobs, since it would be nearly impossible for them to get there. If they do not have jobs the government will have to spend more money on disability wellfare. This does not have to happen. Just give the money to a vidal part of everyday lives transportation. |

One day in February 2005, Governor Rendell did some fancy juggling, pulled a rabbit out of a hat, and presto, Pennsylvania public transportation came back from the brink of fiscal death. But the magic was just an infusion illusion. The infusion of flexed highway funds bought some time, but Philadelphia, Pittsburgh and dozens of other Pennsylvania towns and cities are staring at a new fiscal year with no substantive help in sight from our representatives in Harrisburg.
Yes, the Governor’s Transportation Funding and Reform Commission is working hard on finding a solution – but its report is due only after this November’s statewide elections. The Commission is a bipartisan group. That means Republicans, who control the legislature, and Democrats, who would like to control the legislature, have to agree on what the solutions might be. Meanwhile, transit agencies need to submit next fiscal year budgets this summer.
Can the Governor flex highway funds again? Not likely. Pennsylvania highways, bridges, tunnels are dangerously behind on maintenance. Yet the gas tax is essentially the same as it was in the early 1980’s. Do we want higher gas taxes? More costly tickets to ride? More tolls, fees or taxes? Well, no. But do we want our representatives to make the sound, necessary investments that will pay us back in safety, mobility, smart community growth and economic development? Yes. Don’t we?
With unfunded federal mandates for programs such as homeland security, health care and public education, state government also must respond to massive federal tax cuts, deficit spending and the whittling away of public transportation funding.
Building, rebuilding and operating public transportation should be high on the Pennsylvania priority list. Investing in public transportation ultimately adds to the state coffers. Yet both highways and transit must be supported in a balanced and equitable manner. Adequate, dedicated funding should support and focus on safe, well-maintained highways and improved alternatives to driving: walkable, bikeable communities, transit oriented development and revitalized, expanded public transportation.
Public transportation is not just a public service; it's essential for prosperity. It more than pays for itself in the economic vitality it helps create. Public transportation is not expensive. It’s cheap. We only have to measure its cost against the enormous external benefits it can bring:
· The ability to reach jobs throughout the city and suburbs.
· Opportunities for retail and service businesses at transportation hubs.
· Fewer hours lost while commuters - and truckers - are stuck in traffic jams.
· Easier access to cultural sites, educational institutions, libraries and human services.
· Economic vitality and improved quality of life in cities and towns, particularly older communities.
· Transit-oriented residential and commercial development, an alternative to costly, dehumanizing sprawl.
· Relief from traffic congestion, air pollution, groundwater pollution and associated health costs.
· Safety. For years, traffic deaths nationwide have hovered around 41,000. Last year: 42,000. In the eight years of the Viet Nam war, we lost 58,000 Americans. The last eight years of traffic deaths totals about 328,000.
· Reduced dependence on foreign oil.
· Less consumption of fossil fuels.
· Less global warming effect
Higher fares and less service would especially disadvantage the poor, the elderly, those too young to drive, and those with disabilities. It also hinders access to health care, day care, shopping and all the other benefits that the rest of us enjoy. For people in the lower on third income group, transportation is the biggest budget item after housing.
Efficient, affordable, accessible transportation alternatives will help Pennsylvania develop communities that are more economically vibrant and environmentally sustainable. The improvements are there for all to see in communities in the United States and throughout the world, such as Washington; Portland; Vancouver; Curitiba, Brazil; and most European cities. These places show how investing in public transportation can enable economic development, smarter land use, historic preservation, cleaner air and water, and communities that are walkable and bikeable.
Our representatives in Harrisburg must find a way to allocate the kind of dedicated public transportation funding that Pennsylvania really needs. The benefits are clear - for all kinds of communities and residents at every income level. A nonpartisan majority among our state lawmakers should recognize that investing in public transportation is supporting one of the state's most promising engines for economic growth.
Improving public transportation is not a cure for all that ails us, but it is one of the best ways to invest in Pennsylvania and its people.

80% of our employees ride public transit to and from our Gateway Center office as do many thousands of other transit riders in and out of the City of Pittsburgh. Just imagine the additional congestion on our local highway and road network if transit did not exist, or was less functional than it is today. A dedicated source of funding is needed now to support the existing transit systems across the Commonwealth and to provide for their maintenance and growth into the future. Flexing highway funds year after year is not the answer as these are sorely needed for the distressed bridges and highways across our region. Economic growth, standard of living and prosperity are directly linked to the state of the transportation system of a region. The continued lack of a dedicated and reliable funding source for the public transportation systems throughout the Commonwealth, and the funding limitations that currently exist within the Commonwealth relative to highway and other critical transportation infrastructure needs, have been devastating on the vitality of Southwestern Pennsylvania and the Commonwealth as a whole. The funding solutions that need to be developed to properly address these problems must be comprehensive and not tunnel-vision focused. It is imperative that measures be put in place for consistent and reliable funding for public transportation to ensure the long-term existence, viability and needed expansion of these transit systems. Deficiencies in existing transportation infrastructure must be able to be aggressively addressed and corrected. And, equally important, infrastructure improvements and transportation expansions must be able to timely and simultaneously move forward to address the safety and congestion related inadequacies, and gaps in the connectivity, of our regional transportation network and which have been repeatedly documented as being some of the most significant contributors to the lack of economic competitiveness in southwestern Pennsylvania. Failure to act responsibly at this time will result in a debilitating legacy on the Commonwealth and southwestern Pennsylvania that will affect not only us but generations to come. Decisive, educated and responsible action is decades overdue and must be taken NOW if we are to truly address the vitality, growth and welfare of our region. |

Without reliable transit, I may be forced to miss classes or not work. Additionally, if the public transit system is cut back, more people will drive to work and school. I currently work for the Port Authority of Allegheny County, but have been a user of public transportation for decades. For people that work in the City of Pittsburgh it would be cost prohibitive for most if they were to have to drive and park each day in order to make a living. Without public transportation options for work would be very limited and this is for the people lucky enough to be able to afford cars. The real necessity for public transportation are for the people that cannot afford cars at all. Those people need public transportation for everything from grocery shopping to doctor's appointments. Reliable public transportation is one of the keystones of a sustainable meritocracy. By providing low-impact public transportation, we reduce congestion while reducing noise, water and air pollution. This also makes room for bicycles as as viable transportation mode. When both professionals and aspiring professionals, young and old, use shared transportation, socioeconomic barriers become less intense, upward mobility becomes less challenging and shared community standards and understanding become more likely. There is no down side to good, efficiently run public transportation.
As a member of the university community, I see public transportation as key to the integration of the university community into the braoder set of communities in southwest Pennsylvania.
